Description: Analyzes user’s requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications. Analyzes system requirements and leads design and development activities. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology. Incorporates new plans, designs and systems into ongoing operations. Develops technical documentation. Develops system Architecture and system design documentation. Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Communicates with other program personnel, government overseers, and senior executives.
The SETA coordinator will serve as the central, active facilitator of contractual and programmatic test events by driving communication, streamlining information reception, and removing dependencies across multiple Government teams and vendors. They will be assigned one or more high-visibility, staggered test events to concurrently coordinate, spanning the full test life cycle of that test event, and will provide timely status update to Government Leads (Agile Release Train (ART) Leads, Project Directors, CORs, etc.).
Taskings: Communication and Collaboration:
Facilitate regular meetings and communication mechanisms to discuss progress, address issues, and mitigate risks
Liaise between vendor, integrator, development and testing teams to ensure effective communication
Actively participate in communications from multiple communication channels (chatrooms, emails, verbal, etc.) on unclassified and classified networks
Identify and provide recommendations to remove gaps in information or communication
Escalate issues to appropriate teams or, if necessary, Government Leads
Centralize data presentation of test events across teams and vendors
Create SOPs and Templates for government use
Test Event Coordination
Maintain a broad view of all testing activities for a given set of equipment across different test phases
Actively track and communicate information across multiple teams and stakeholders
Monitor test case execution and track progress against the test plan
Ensure that defects and issues are properly logged, prioritized, tracked, and resolved
Provide periodic messaging on status updates for each test event
Environment Setup
Coordinate with other teams in the setup of the system/environment under test, including hardware, software, and network configurations
Ensure that the environment under each test event meets the criteria per each event
Issue Management
Triage, prioritize, and summarize issues reported during testing
Facilitate the resolution of issues by working with teams, vendors and stakeholders
Test Reporting
Summarize regular test status reports for stakeholders
Facilitate culmination of multiple test reports summarizing the environment, detailed results, and recommendations
Risk Management
Identify, track and help mitigate potential risks that could impact the testing schedule, scope, or quality
Provide recommendations on decisions and priorities of test activities
Planning and Scheduling
Provide recommendations to help define the testing scope, objectives, and criteria for success
Facilitate review of detailed test plans, including timelines and milestones
Coordinate resources and schedules between the vendor, integrator, and testing teams
Test Case Development and Review
Coordinate with Government teams to develop test cases that cover all required functionality and edge cases
Review test cases to ensure they are well-defined, relevant, and feasible
Test Event Closure
Coordinate test closure activities, including final testing, documentation updates, and messaging
Facilitate identification of and instrumentation of lessons learned to continually improve in future testing efforts
Recommended Skills/Experience:
Strong experience in coordinating scheduled-driven, project-level activities across multiple participants (e.g. roles such as Project Director, Program Manager, Test Lead)
Strong written and verbal communication skills; ability to accurately synthesize and summarize complex technical information for a diverse audience
Experience in working across multiple stakeholders such as government teams, industry vendors, and internal stakeholders; comfortable with escalating to Government Leads (e.g. ART Leads and CORs)
Proficiency with supporting requirements validation activities
Proficiency with tracking schedules and anticipating logistical challenges
Proficiency with tool usage of ticketing systems, collaboration platforms, and dashboard tools
Analytical mindset with the ability to identify gaps, assess risks, and recommend prioritization of test activities
Required Qualifications: High School Diploma or GED plus twelve (12) years of general system engineering experience.
OR
Bachelor’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus seven (7) years of systems engineering experience.
OR
Master’s degree in a Qualified Engineering Field or a related discipline from an accredited college or university plus five (5) years of systems engineering experience.
OR
PhD in a Qualified Engineering Field or a related discipline from an accredited college or university plus three (3) years of systems engineering experience."
Salary Range: $114k-$205k (Annually)* **The range displayed above is a likely salary range for this position. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possible contractual requirements and could fall outside of this range.
